Department of Human Resource, Planning & Administration

Objective:
The objective of this department is to strengthen BPRA’s capacity to efficiently perform its responsibilities.

Responsibilities:

  • Coordinate activities related to human resources, administration, and planning;
  • Coordinate and prepare work implementation reports including quarterly, biannual, and annual reports;
  • Coordinate and conduct performance evaluations for staff under its units and for the institution overall, with transparency and honesty;
  • Coordinate and implement departmental policies, annual budget, and work plan;
  • Coordinate the Public Service Charter;
  • Advise the Executive Director on departmental matters.

 

This department is headed by a Director and is composed of three (3) divisions:

  1. Human Resources Division
  2. Planning and Statistics Division
  3. Administration and Records Division

Department of Information Technology & System Support

Objective:
The objective of this department is to manage and strengthen IT-based registration systems.

Responsibilities:

  • Coordinate registration systems and related information technology and infrastructure activities;
  • Coordinate preparation, implementation, and evaluation of IT-related projects;
  • Coordinate and prepare work implementation reports including quarterly, biannual, and annual reports;
  • Coordinate and prepare the department’s annual budget;
  • Prepare and manage the department’s work plan;
  • Participate in the implementation of IT-related policies;
  • Advise the Executive Director on departmental matters;
  • Coordinate and conduct performance evaluations of staff under the department, with transparency and honesty, and submit the evaluations to the relevant authorities.

 

This department is headed by a Director and is composed of two (2) divisions:

  1. Registration Systems Management Division
  2. Systems Production and Analysis Division

Division of Firm Registration

Responsibilities:
The office is responsible for coordinating and supervising the implementation of BPRA’s activities in Pemba. The office is led by a Deputy Registrar in Charge.

Partnerships and Sole Proprietorship Registration Division

Responsibilities:

  1. Register partnerships and sole proprietorships in accordance with relevant laws;
  2. Provide registration information on business entities as needed;
  3. Prepare work implementation reports including quarterly, biannual, and annual reports;
  4. Prepare the division’s annual budget;
  5. Participate in the implementation of policies related to the division;
  6. Conduct performance evaluations for staff under the unit transparently and honestly, and submit to the relevant authorities;
  7. Advise the Director of the Business Department on matters related to the division’s registration duties.

Division of Company Registration

Responsibilities:

  • Register intellectual property sectors in accordance with the relevant laws;
  • Provide information and statistics related to intellectual property work;
  • Oversee the verification of intellectual property documents required to be registered;
  • Provide registration information on intellectual property as needed;
  • Prepare work implementation reports including quarterly, biannual, and annual reports;
  • Prepare the division’s annual budget;
  • Participate in the implementation of policies related to the division;
  • Conduct performance evaluations of staff under the unit with transparency and honesty, and submit to relevant authorities;
  • Advise the Executive Director on the best ways to implement BPRA’s registration functions.
  • This division is headed by an Assistant Registrar.

Division of Intellectual Property Registration

Responsibilities:

  • Oversee the registration of documents and security agreements for movable property;
  • Verify documents and security agreements for movable property that require registration;
  • Maintain and provide registration records of documents and security agreements for movable property;
  • Administer estates and properties of non-Muslims;
  • Prepare work implementation reports including quarterly, biannual, and annual reports;
  • Prepare the division’s annual budget;
  • Participate in the implementation of policies related to the division;
  • Conduct performance evaluations of staff under the unit transparently and honestly, and submit to the relevant authorities;
  • Advise the Department Director on the best ways to implement tasks related to registration of documents, inheritance, and security agreements for movable property.

This division is headed by an Assistant Registrar.

Division of Documents & Secured Transaction Registration

Responsibilities:

  • Manage and conduct registration of companies operating businesses in accordance with the law;
  • Manage and conduct registration of government agencies established by law;
  • Oversee the liquidation of registered companies in Zanzibar;
  • Supervise the registration of annual accounts in accordance with relevant laws;
  • Prepare work implementation reports including quarterly, biannual, and annual reports;
  • Prepare the division’s annual budget;
  • Coordinate the implementation of policies related to the division;
  • Conduct performance evaluations of staff under the unit with transparency and honesty, and submit to the relevant authorities;
  • Advise the Director of the Business Department on the division’s functions.

This division is headed by an Assistant Registrar.
